I emailed Matt about the problem I was having, who sent the email to Andy. They sent me the fix and now it works great.
Matt sent along your email and screenshot regarding the widgets
plug-in for WordPress. Is your site hosted on a Windows/IIS system? I addressed an issue that
fixes a common problem on that platform and the ZIP file should have
been updated automatically but it looks like it didn’t happen. Sorry
about that. You can get the latest copy of widgets.php here:http://svn.wp-plugins.org/widgets/trunk/widgets.php
Overwrite your copy of widgets.php with that file and let me know if
there is still a problem.

this is going to sound so stupid but how do I overwrite my copy??
Just put the new file in the same place as the old file with the same name.
wp-content/plugins/widgets/widgets.php
